There’s a version of Google Analytics 4 that’s useful for a law firm — and a version installed on most law firm websites. The version installed on most law firm websites is a tracking code that records pageviews and sessions. Usable — but barely. It tells you almost nothing about what’s actually driving leads and cases.

The useful version requires configuration work that takes 3–6 hours to do correctly — and that most content agencies either don’t know how to do or don’t include in their scope.

Why GA4 Setup Matters More Than Most Firms Realize

GA4 (Google’s overview) is the central nervous system of your marketing attribution stack. When properly configured, it collects and routes the conversion data that enables: Google Ads smart bidding to optimize toward actual leads rather than clicks; accurate source attribution for every form submission and phone call; identification of which pages and content are generating qualified prospects; and the foundation for true marketing ROI tracking from first click to signed retainer.

Without proper GA4 configuration, you’re essentially running your marketing blind. You’ll spend money on ads, content, and SEO — and have almost no idea which channels are actually bringing in paying clients. I’ve audited firms spending $3,000–$8,000 monthly on Google Ads and social media with default GA4 setup, and they couldn’t tell me whether their personal injury pages or family law pages were converting better. They couldn’t identify which keywords were driving qualified leads. They were optimizing campaigns based on cost-per-click, not cost-per-lead.

Proper GA4 configuration changes that. It’s the difference between marketing as guesswork and marketing as a measurable system.

Step 1: Implement via Google Tag Manager

Set up Google Tag Manager (GTM) as your implementation layer. GTM allows you to deploy and update tracking code without editing the site’s source code directly. All tracking changes can be made in GTM without developer involvement, additional platforms can be added without new code deployments, and GTM’s preview and debug mode lets you verify tracking before publishing.

Install GTM on every page of your website, then deploy GA4 through a GTM tag rather than directly in the site code.

Why does this matter? If your GA4 is hardcoded into your website, every change requires a developer. Want to track a new event? Developer ticket. Want to add a custom parameter? Developer ticket. With GTM in place, you own the tracking layer. You can iterate, test, and optimize without depending on your web developer’s availability or hourly rate.

For firms with multiple locations or practice areas, GTM also makes it easier to set up location-specific or practice-area-specific tracking rules. A Tampa personal injury firm with satellite offices in St. Pete and Clearwater can tag traffic and conversions by location without code changes.

Step 2: Configure Conversion Events

This is the most important configuration step and the one most commonly skipped. Conversion events every law firm website needs:

Contact form submission — fires when a visitor successfully submits any contact or intake form. Configure via GTM trigger on form submission confirmation or on the thank-you page URL.

Phone number click — fires when a visitor clicks a phone number link on mobile. Configure via a GTM click trigger on elements with your phone number’s href value.

Consultation booking completion — fires when a consultation is successfully booked via Calendly or embedded booking tool.

Live chat initiation — fires when a visitor initiates a conversation via live chat.

Once configured in GTM, mark each as a conversion in GA4 (Admin → Events → toggle the Conversion switch).

The key here is specificity. Don’t just track “form submissions.” Your intake form, your consultation request form, your newsletter signup, and your retainer agreement download are all different events with different intent signals. A newsletter signup is not the same conversion as an intake form — and your GA4 setup should reflect that distinction.

I worked with a family law firm in the Tampa area that was treating all form submissions as equal conversions. When we separated intake forms from contact inquiries and event registrations, it became obvious that their event marketing (client workshops on family law changes) was driving low-quality contact inquiries, while organic search to their divorce pages was driving qualified intake form submissions. That single insight let them reallocate $2,000 monthly in event spend to SEO content with confidence.

Step 3: Connect CallRail

As detailed in our CallRail setup guide, configure CallRail to push call events into GA4 as conversion events. Once in place, phone calls appear in your GA4 conversion reports alongside form submissions — a complete view of all leads, not just digital forms.

This integration is essential for law firms because phone calls are still a primary conversion channel. Many firms still receive 40–60% of their leads via phone. If those calls don’t appear in GA4, your attribution is incomplete and your marketing decisions are based on partial data.

Configure CallRail to pass call data with tags that match your practice areas. A call to your personal injury line tagged with “motor vehicle accident” should appear in GA4 as a conversion event with that detail attached. This way you can see not just “we got a phone call” but “we got a phone call from someone with a motor vehicle accident claim.”

Step 4: Configure Custom Dimensions

Custom dimensions allow you to attach additional data to your GA4 events not captured by default. For a law firm, configure:

  • Practice area — tag pages and events with the relevant practice area so you can analyze conversion rates by practice area

  • Lead type — tag form submissions with the type of matter indicated if your form includes a matter type field

  • Geographic region — useful for firms serving multiple markets (Tampa vs. St. Pete vs. Clearwater)

Custom dimensions are where GA4 becomes a strategic tool rather than just a reporting dashboard. They let you answer questions like:

  • Which practice area has the highest conversion rate from organic search?
  • Are we getting more phone leads or form leads from our personal injury content?
  • Is our St. Petersburg office location page actually generating local clients, or are most conversions coming from the broader Tampa area?

Set up custom dimensions before you start tracking high-volume events. It’s much harder to backfill this data later.

In GA4, go to Admin → Product Links and connect:

  • Google Ads — enables conversion import, audience sharing, and bidirectional data flow. Mark your conversion events as Google Ads import-eligible to enable smart bidding optimization.

  • Google Search Console — enables organic search query data to appear in GA4 reports, connecting search ranking performance to on-site behavior and conversions.

Once linked, your Google Ads campaigns start optimizing toward actual conversions rather than clicks. A firm running ads for “divorce attorney Tampa” can bid harder on keywords that drive intake forms, even if they have slightly higher cost-per-click, because Google’s machine learning can see which clicks actually convert.

Search Console integration is equally important for understanding organic search performance. You’ll see which search queries bring visitors to your site and which of those visitors actually convert. A family law firm might discover that searches for “uncontested divorce” bring more traffic but lower conversion rates than searches for “contested custody,” allowing them to focus content creation accordingly.

Step 6: Build the Core Reports Dashboard

Build a custom exploration (GA4 → Explore → Free Form) for monthly review: organic sessions by geographic region; conversion events by source/medium; landing page by conversion events; practice area page engagement rate. Common GA4 Setup Mistakes (and How to Avoid Them)

Most law firms make at least one of these errors when setting up GA4. Knowing them in advance helps you avoid wasted months of bad data.

Not tracking phone calls as conversions. As mentioned earlier, if your GA4 doesn’t include phone call data, your attribution is incomplete. This is the single most common mistake I see.

Tracking every click and interaction as a conversion. Some firms configure GA4 so sensitively that video plays, button hovers, and scroll events all count as “conversions.” This destroys your data. A visitor who scrolls down your practice area page did not convert. A visitor who submitted your intake form did. Keep your conversion definitions tight.

Forgetting to mark events as conversions in GA4 after configuring them in GTM. You can build perfect GTM triggers, but if you don’t toggle the conversion switch in GA4, those events won’t appear in your conversion reports. I’ve seen firms spend weeks wondering why their GA4 reports look empty.

Not tagging dynamic form fields with custom dimensions. If your intake form includes a “practice area” dropdown or “matter type” field, configure GTM to capture that field value as a custom dimension. Otherwise you lose that context. You’ll know someone converted, but not whether they were a personal injury client or a family law client.

Changing conversion definitions mid-year without documentation. If you decide to stop counting certain events as conversions or change how they’re tracked, document it clearly. Otherwise you’ll try to compare January numbers to December numbers and be confused by the discrepancy.

Setting Up GA4 for Multi-Location Law Firms

If you operate multiple office locations, GA4 configuration gets more complex — but also more valuable.

Set up custom dimensions for office location so that every conversion event is tagged with which location the visitor came from or called. This isn’t just about attribution; it’s about understanding which locations are generating enough lead volume and at what cost.

A three-office firm (Tampa, St. Pete, Clearwater) should be able to pull a report showing: Tampa office converted 127 leads from organic search at a cost-per-lead of $18; St. Pete office converted 43 leads from organic search at a cost-per-lead of $31; Clearwater office converted 12 leads from organic search at a cost-per-lead of $67. That data tells you where your marketing effort is working and where you might be over-investing.

Additionally, configure geographic audiences in Google Ads so that your location-specific landing pages only show ads to people searching in their respective areas. This prevents wasted ad spend on Clearwater ads shown to Tampa residents.

GA4 Audit Checklist: Know What You’re Actually Tracking

Before you declare your GA4 “set up,” run through this checklist. If you can’t check every box, your configuration is incomplete:

  • GTM is installed on every page of the website and verified firing in preview mode
  • Contact form submissions are tracked as a conversion event
  • Phone number clicks are tracked as a conversion event
  • Call data from CallRail is being pushed into GA4 as conversion events
  • Every conversion event is marked as a conversion in GA4 (not just in GTM)
  • Custom dimensions for practice area, lead type, and/or location are configured
  • Google Ads is linked to GA4 and conversions are enabled for import
  • Search Console is linked to GA4
  • A dashboard or custom exploration exists for monthly review
  • Your team knows how to read the dashboard and what the metrics mean

If you’re missing more than two checkboxes, your GA4 isn’t yet useful for decision-making. Complete the gaps before you start optimizing campaigns based on GA4 data.
